What is the logic/reason this president want to move FBI headquarter out of DC? Corina-Virus Stimulus bill has funding for FBI building to move to Baltimore or VA suburbs ? Personal gain? or Big Money to Developer? WHAT IS THE MOTIVE? Why it is in Corona Virus bill?

I could not upload the video of Mr. Mitch's surprise when he was asked "Why the FBI building on Stimulus bill"? He did not know it. He's against "non-germane" provisions in the next stimulus. https://www.cnn.com/2020/07/28/politics/mcconnell-stimulus-fbi-building-funding/index.html
