 TPS: tried diiferent approaches

Hey guys so far my frustrating experience with USCIS regarding TPS:

Application received for TPS (based on online status check): 17th September, 2016
TPS EAD received (based on online status check): 19th January, 2016

I requested expedite after 5 months (just for TPS) but I got a reply saying they needed to do further review, didn't give me any specific reason. And then I tried to inquiry online, didn't go through because it's not 6 months yet. After that I tried to make an appointment using INFOPASS but that also showed some kind of message saying your local office don't have appointments.
So, I completed Ombudsman process. But I haven't received any reply from them. I am still trying to figure out to make an appointment with a congressman. Please let me know if you have any idea.
I don't know why USCIS is taking such a long time? Please share your thought if you would like....... :(
