The boat (maid of the mist) will be closed during winter so you can’t see the falls from water. Many restaurants and shops are also closed because of freezing cold and wind. The only good thing is you can get some really good deal on hotels around that time. I’ll say if you are driving long or flying than it’s not worth.

IF I WERE U I WOULDN'T GO TO NIAGARA FALLS DURING WINTER... CAS THERE WON'T BE ANYTHING TO SEE EXCEPT FOR THE WATER OF FALLS THAT HAVE FROZEN AND TURNED INTO ICE... I had gone there on Jan 2001. It was unique experience for me so I won't say it was bad trip. That picture above is kind of an idea of what it would look like. If you are going to see falls than don't go because you will not see much water there except on top of the fall. Water will disappear even before it reaches to the bottom.

According the tour guide 1949-50 people walk on Naigra Falls, it may be the picture of that winter year.
