I am wondering if the parents of F1 students  got the US visa but they didn't want to come right now. Can they use that visa next year or not?

Yes, they definitely can if  their visa is multiple.Or if they have got the visa for 5 years , they can come anytime within 5 years. If its for 6 months or less, then they won't be able to come visit you.Peace!!!

My mom came twice and lived for 9 months with extension each time, but she didn't come in my graduation.
Its a visa, they can use it however they like.
