Govt, UDMF ink 8-point deal

Kantipur Report

KATHMANDU, Feb 28 - The government and the agitating United Democratic Madhesi Front (UDMF) on Thursday afternoon sealed an eight-point agreement, bringing an end to the nation-crippling indefinite strike in the Terai.

Prime Minister Girija Prasad Koirala on behalf of the Seven-Party alliance (SPA) coalition government and top leaders of the three Madhesi parties affiliated to the UDMF, Nepal Sadhbhawana Party, Madhesi People’s Rights Forum (MPRF) and Terai-Madhes Democratic Party, signed the agreement at Baluwatar today.

The two sides smoothed out the finer details of the deal including the mass recruitment of Madhesi people into the Nepal Army (NA) following decisive talks earlier this afternoon.

The eight-point agreement includes declaring those killed in the Madhes agitation as martyrs, providing treatment to the injured and immediate release of those in police detention and providing one million rupees to each victim’s family.

Madhes to be autonomous

The agreement states that Nepal will be a federal democratic republican state complying to the demands of regional autonomy and a federal system of governance including the Madhesi people’s demand for an autonomous Madhes Pradesh. There will be distinct power sharing between the centre (Kathmandu) and the region (pradesh). The region will have complete autonomy and authority. The elected Constituent Assembly will devise a way to apply the formation of such states and the rights attributed to the region and the centre while keeping national sovereignty, unity and integrity intact.

The compulsory appointment, promotion and nomination of Madhesi, indigenous communities, women, Dalit, backward areas and minority communities to ensure proportional participation in security bodies and all organs of the state will be carried out.

The entry of Madhesi and other groups into the Nepal Army will be ensured to give the army a national and inclusive structure.

The government along with the UDMF urged all armed agitating groups in the Terai to join the peaceful political process and come to talks to resolve all problems. They also appealed to everyone to conduct the April 10 elections in a peaceful, fair and terror-free manner.

The government has agreed to immediately implement the agreement reached with the Madhesi People’s Rights Forum (MPRF) on August 13 last year including releasing those under police detention, annulling cases against MRPF leaders and activists.

The two sides agreed to form a high-level monitoring committee comprising of government and UDMF representatives to implement the agreement.

Following the agreement, UDMF called off all protest programmes and their indefinite strike, which had entered its 16th day today.

It further states that the current 20 percent legal provision mentioned in Article 7, sub-article 14 of the Constituent Assembly Member Election Act-2054 will be increased to 30 percent.

As per the agreement, Chief Secretary Bhoj Raj Ghimire on behalf of the government sent an official letter to the Election Commission this evening asking the commission to undertake the necessary preparations for the nomination of candidates under the first-past-the-post electoral system and submission of the closed-list of candidates for the proportional system.

According to sources, the election commissioners have initially agreed to give time for the submission of the closed-lists for the proportional system on March 2 and the nomination of candidates under the first-past-the-post electoral system on March 5.

A meeting of the election commissioners is underway and is expected to come up with a formal decision today, the sources added.

In the present situation, we should not advertise the contents of those people who are motivated for separating a part of Nepal in the name of rights. Aago ma ghyu thapde jasto hunchha.

I even suggest to remove this thread. When we create the threads like this, the comments will trigger some viewers to emotionally go ethnically or geographically and ultimately brings the hate-or-love situation.

Nepte, I dont necessarily agree with you. It is always healthy to discuss these issues.  Only in free society, people engage in diplomacy and exchange of views and ideas. We should be willing to listen to both sides. I am sure Sajhites are not ignorant people and won't engage in spreading hatred towards other fellow Nepalese. I am empathetic towards the genuine grievance of the Nepalese people of Terai region and how systematically and categorically they have been oppressed by the ruling elites. We should never fall for BLIND NATIONALISM but should be a FREE NEPALESE PATRIOTS against government oppression be it foreign or domestic.

I also know that there is a hidden agenda behind this movement and this movement like any other previous movements in Nepal be it "democratic movements" or "communist movement" would not have been possible without the blessings of South Block. I hope people of the Terai know these truths and will safegauard their own future against the tyranny of their own leaders in the same way they fought and sacrificed their lives against the ruling elites of Kathmand. 

Your love for Nepal should be ABSOLUTE and should oppose any anti-national agenda by your leaders or the leaders in Kathmandu.

             I see that this recent news has a paradoxical image. It is good and is bad in one way or the other. The good aspect of this proposal here is that it eliminates the deadlock that the country is facing. You save more lives, restore the livelihood back to normal and have all the parties willingness to take part in election. Now the flip side here is really worst and I see a greater effect on the countries economy, security, infrastructure development, peace, prosperity and sovereignty of a nation as a whole. Let me elaborate each term and explain about the flip side of this issue. Despite the fact that I am not a politician and nor do I have keen interest in politics. But as a proud citizen of the country these are my views.

a) Economy has always been staggering in Nepal. Due to the corruption on the roots of the nation it is really hard change the perspective of people who work for the government. Working for the government basically means that you follow and abide by all laws to serve your country and the government in return takes care of you but we don't see that happening by any means (not in near future). Cutting long story short if Madhesh is an autonomous state then they will enforce their means to create their own economy. Madhesh acts as a bridge between Nepal and India, where Nepal receives all its necessities for day to day work. Now consider these Madheshi leaders trying to create their own economy which is not easy and is really difficult to come up in a short time will become a broker and would tax the remaining part of the country. It's economy would be a clone of Northern India. In other word India would best benefit  by manipulating Madhesh. You might argue this issue but stop and picture the scenario for a while, Do you see Madhesh as a separate state doing economically well?  India would probably make Madesh a dumping site. It would move all its high polluting factories etc Since Madhesh no longer works parallel and can authorize any deal by it's own. It is really sad that various unpleasant deals would be struck in the near future.

b) As Nepal is divided into two region, there would be a tougher security challenge even though the deal mentions that Madhesi people would be integrated into Nepal army. In near future I am hopeful that Madhesi's are going to create their own law enforcement and their own army as any  autonomous state would do. This means the hostility between  Madhesh and the rest of the country would increase enormously . Any hostile action would create fresh agitation where you would have Madhesi's unwillingness to cooperate with Nepalese government. Line's would be drawn and we would have a border between Madhesh and other parts of the country.

c) Since it is really difficult to develop hilly areas of the country due to lack of transportation other part of the country would suffer greatly. As Madhesh is grateful for  its easy transportation still it's infrastructure would heavily rely on wealthy Indian businessman and big corporations in India. As an autonomous state neither do I see Madhesh rapidly increasing it's infrastructure  due to the same reason  the rest of the country  is facing and it's corruption. Who can guarantee that the leaders of those four Madhesi parties would be honest? And would work wholeheartedly for the Madhesi people as they say? I see a slim margin of hope and a castle build in the sand.

d) As these day from what I have heard from people who have been there and seen it all it is really easy to call off strike in any part of Nepal. with as much as NPR 400,000.00 you could call a nation wide strike. Where is peace? Where did this all started? It's a simple theory, a poor country with high rate of unemployment you could buy youth to do these bands at NPR 100.00 a day. These young bloods would go march out on streets burn few tires and distribute fliers in advance. As Madhesh  as an autonomous state the rest of the country will still struggle with creating jobs. This leads to violence. As the country seperates there would be a segregation between Nepalese and Madhesi. As they would like to differentiate each other from whom they are and what they represent. Take an example here, In US history the blacks were segregate and they created agitations and rallies opposing the slavery. But did they demand a separate state? Think this way if you are familiar with the geography of United States, How wise would it be to declare South Carolina as a separate black State with majority being blacks?

e) The sovereignty of a nation greatly depreciates as it gets divided. We have seen many times and the history repeats itself. "Together we stand and divided we fall." Take it for an example, think of your hand working without a thumb or an index figure? How would it affect your daily activities?  You would have trouble eating, lifting, fighting and doing whole lot of activities. This is simple, despite of the difference in their size shape their structure those five fingers work together. This is the only reason United States is considered as the most powerful, prosperous, united country in the whole world. By keeping all their difference behind they work together for themselves and their nation. 

           My hope and my wishes is with mother Nepal and her broken leg (Madhesh). Thank you for reading this post. God bless all.

It is truly sad to see Nepal being divided into Madhes and Nepal. I fear (hope that I will be wrong in this) this is just an invitation of a huge disaster for the country as a whole in the future. No Nepali will benefit from this division and the only things that will benefit are the Indian interests. We all know that this "Madhes issues" is an Indian initiated and Indian controlled issue, pretty much like the Maoists to make the central government of Nepal and the monarchy weaker and unstable so that the Indian government will get a free license to do whatever it wants. By the way, I am not trying to support the Monarchy here, but it is a fact that had the Monarchy been in power, the Indians would not had seen their wishes being fulfilled in Nepal. The Monarchy were always against to bow before the Indian power.

Before 1990, the Indian authorities approached Late King Birendra asking him to accept "unofficical Indian sovereignity" meaning that the proposals and treaties submitted by them be ratified and their interests be fulfilled and in return offered him his absolute rule. The King refused their demands and instead went for the national sovereignity and as a result they (Indian government through their intelligence groups RAW and IB) gathered all the political members and initiated the Democratic movement.

The day Nepal got Democracy, I think, marked the downfall of Nepal, because since then nothing has been in the favor of Nepalese interests. It's been more than 18 years that we have had democracy but none of the elected and non-elected governments belonging to all the political parties have not governed for their full four year term. Not even a single time! They have always collapsed. The economic development of the country decreased or even stopped in some places making people from these extremely vulnerable to Maoists ideologies and recruitment. Stability and security diminished; tourism fell down; unemployment rate significantly fell; and corruption skyrocketed. Political leaders were merely puppets in Indian hands and really did nothing for Nepalese people. They more cared about filling their own pockets than worrying about Nepalese people and Nepal.

And now, this madhes groups! It is really pitiful to see how some Nepalese people would be so self-driven with greed for money and power that they have forgotten their own identify and are very much willing to sell themselves to others. And it is more pitiful to see others follow them blindfolded without even using their brain to differenciate what is right and what is wrong. Really Sad. We all know that in the past, Madhes people were pretty much ignored and left behind in different parts of the country, but this does not mean that they have to go for a division of a country. Tomorrow another group might pop up demanding similar thing and when (and not if) this trend continues, Nepal will only be a history.

I wonder what these Madhesi leaders would do if someone comes with huge sum of money to buy their mothers!

Since we are giving our free opinions, I read the article "The History of Terai in Nepal". I honestly thought that was one of the worst if not the worst article I have ever read. I don't know the author J. K. Goait but whoever that is should be banned from writing articles.
People writing out their views on bulletin boards is one thing but an article written this bad shouldn't be published.
Firstly, the writing is horrible (sentence structure, tenses etc), secondly there aren't any credible sources listed. How can you write an article without credible sources? Its not a chat room where you are discussing your views.
Last but not least why  would you form an association called All India Madhesi Student Association (AIMSA) and claim you are helping Nepal. That not helping, we call it "interfering" in simple english.

Yekloyatri bro, I don't doubt the patriotism of "Madhesis". Few individual "Madhesi" leaders might fall into corruption and work against the interest of Nepal but I don't know if there are any "Pahadi" leaders who are not the puppets of the South Block. All the hypothetical scenarios you have provided above are based on "Pahadi" prejudice and blind nationalism in my personal opinion.

This is exactly what a self governing state should do, create their own economies. It will benefit the people working for that economy and nation as a whole. What benefit have the people of Terai gotten with the past centralized economy ?

Why dont you question your own "Pahadi" leaders regarding past Kosi Agreement, Gandaki Agreement, Tanakpur Treaty, Mahakali Treaty and the latest Upper Karnali Hydro-Power Project and construction rights of Arun-III to an Indian company.When was the last time "Pahadi" rulers have not been manupulated?

I am not sure if an autonomous state can maintain their own army beside a national army. It is an unalienable rights of the "Madhesis" as a citizen of Nepal to be recruited in all state affairs including law enforcement and national Army. They never enjoyed that rights before. You doubt on the patriotism of "Madhesis". Why don't you doubt on the patriotism of other ethnic groups that predominantly comprise Nepal Army ?

You might have heard that right. The intial mobolization of the so called "April Revolution" was carried out in the same manner by handful of people which later turned into a mass. Show me one Nepalese revolution which was not financed by the South Block.

You mentioned about "the sovereignty of a nation" but do you know that India has encroached 14000 hectares of land at Susta and  in more than 60 places with more than 600 sq km of land?  Where are the "Pahadi" ruling elites when our national sovereignty is threatened ? Why are they mum? Why are we suddenly questioning "Madhesis" on the issue of sovereignty ? Is it because they look like Indians?

I would only like to say one thing to the Patriotic youth of Terai, to be vigilant againt the tyranny, corruption and Anti-national activities of their own leaders. You have fought for these rights, you should now bear the burden to protect these rights from your leaders or the leaders in Kathmandu in that matter. You should protect the rights of every individuals of any ethnicity living in Terai and should not fall into the revenge mode of discriminating the people of hilly region. You should set an unprecedented example of communal harmony in Terai. May peace prevail in Nepal soon and all around the world.

        can you name even a single central political leader of pahade origin who is not corrupt? if not then, you need not to be so conscious about madhesh, madheshi aandolan and their leadership.

    the  present situation in nepal, corrupted people and politics are synonyms. i thank those leaders at least they did for madheshis. now it's the madheshi people who will decide their fate after declearation of state after CA election.and let's hope the coming leadership would be less corrupt................

First of all, I am really disappointed that Subject bro deleted some of our posts as per Nepte bro's request. We spend time to write these post and if you go on deleting these posts, we are just wasting our time. There were lot of good arguments posted before by Bathroom Coffee bro and Nepe bro.

Happyface bro, that statement, if I may, is wrong. Last year, Nepal's parliament altered the constitution to change the country from a unitary state into a federal one. The amendment was passed overwhelmingly, by 278 votes to five. I think you misunderstood that Nepal is now divided into "Madhesh" and Hilly region only. That's not true. There will be other federal states as well, not only "Madhesh". (I oppose the idea of declaring the whole of Terai belt as a single state though).  Nepal is being restructured into a federation. This only means delineation of administrative boundaries of Nepal and should not be misunderstood with the disintegration of nationality. The division of administrative boundary  is an attempt to devise decentralization mechanism of centralized power structure. The unitary and centralized administrative system practiced so far has only helped to consolidate power in handful of elite groups. Regional autonomy and national integrity is not a contradicting concept but if we misinterprete the concepts we could easily fall into the hands of opportunist political entrepreneurs like the Royals in the name of blind nationalism which could easily lead us into sectarian violence.

Switzerland like Nepal is one of the smallest and multi-cultural and multi-lingual countries is a good example of federal system of government. Swiss system with autonomous, regional, and communal government is a successful example of similar federation system which is going to be implemented in Nepal.

You are just beginning to wonder about the "Madhesi" leaders.  I know for a fact, without any shadow of doubts, that our "Pahade" leaders have already sold their mothers with a huge sum of money to Indians.

And why no body seems to have any patriotic issues with the current Bihari Prime Minister of Nepal, your own Girija Prasad Koirala who was born in Tadi, Saharsha district, in Bihar, India in 1925 !!!!

well lets all hope for the best outta the worst situation....if things workout we get switzerland outta nepal or else its gonna be a 23rd state for india...why do we need a federal state?wut was wrong with the whole single nepal?corruption..lack of public interest from our leaders....i dont think federal republic is a solution to corruption and all the problems we are facing in nepal..lets get to the point here...figure out the negatives and lets correct it so everyone can breathe a breath of relief....why divide a nation in cultural bias...the worst war ever fought in this world is for cultural and religious purpose...this cultural seperation is gonna create racism and hatred in nepal....(it is still there but its gonna rise more)....we need a new generation of leaders( educated ones) in nepal....new views new ideas but a single whole nepal with different race and different culture of people...not a federal republic though....

Nas, are you really serious to think that the Swiss system of communal government will be implemented in Nepal by these corrupt political leaders and puppet Madhesi leaders in power????? Not until a new generation politics takes over and noone knows when that is going to happen. You seem to be a hard core supporter of the Madhesi cause and the creation of the Madhes autonomous sate, so, you don't see the facts regarding what's right and beneficial for the country. Therefore, it's hard to make you understand anything other than the radical belief of yours that the Madhesi leaders are for the Madhesi people and that the distribution of the country is a good thing.
