Time is on Trump's side.
The Supreme Court ruled before his term in the White House starts. He will do anything and claim it was all decided before he took office. What else does he need now? He doesn't require Congress.

That means you have 14 days after graduation to pack up and leave the country. That's what Trump wants, and that's what he gets. He will use DHS to enforce his executive action saying DHS has authority to revoke visas after graduation.
