Judge Trina L. Thompson ordered these things for Nepal TPS:

She declared DHS’s termination of Nepal TPS (June 6, 2025) unlawful under the Administrative Procedure Act (APA).

She vacated (set aside) the Secretary’s termination decision for Nepal TPS.

She directed the court clerk to enter a final judgment for the plaintiffs on the APA claim about terminating Nepal TPS.

She temporarily stayed (paused) the rest of the case, including claims about the orderly transition period for Nepal and the Equal Protection claim about Nepal TPS.

The order is dated December 31, 2025

VI. CONCLUSION
“The President is not above the law.” Trump v. United States, 603 U.S. 593, 642 (2024). Neither are his cabinet officials. The rule of law demands that when executive officials exceed their authority, they must be held to account. Does that mean she backdated, and TPS holders were not out of status? What happened to people who changed their status to F-1? Please advise.

Ahilan Arulanantham, co-director of the UCLA Center for Immigration Law and Policy, said Wednesday's ruling should allow TPS holders from Honduras, Nicaragua and Nepal to work in the U.S. legally and prevent federal immigration officials from detaining and deporting them.

"The court's decision today restores TPS protections for thousands of long-term law-abiding TPS-holding residents from Honduras, Nepal, and Nicaragua," Arulanantham said.
