सत्ता टिकाउने नाममा देउवाले गरेको मन्त्रिपरिषद्को विस्तार इतिहासमा अहिले पनि व्यवस्थालाई नै बदनाम गराउने घटनाका रूपमा चित्रण गरिन्छ । २०५१ भदौ २७ मा गठन गरेको मन्त्रिपरिषद् असोज ६ मा हेरफेर गरेर २६ सदस्यीय बनाइएको थियो भने त्यसको तीन महिनापछि फेरि मन्त्रिपरिषद् विस्तार गरेर ४४ सदस्यीय बनाइएको हो ।
